The Lima Declaration is the single most damaging international agreement that has brought permanent recession to Australia.
Introduced in 1975 by Senator D.R. Willessee of the Whitlam Government. Parliament would not see discussion on the Lima Declaration for a further four years... well under implementation by that time.
